ABOUT THE COURSE

The public sector relies upon uniform public policies and guidelines as a tool to enhance efficient public administration. The process of policy formulation begins with identification of issues and the definition and formulation of suitable solutions. The most suitable policy solution is the output of rigorous planning, negotiation and robust stakeholder engagement in compliance with the Constitution. The biggest challenge after policy formulation is usually the implementation of public policy across different institutions and departments. Further, the implementation process must be closely monitored and evaluated to establish policy outcome and assess consistency with policy objectives. Effective and efficient future policymaking is dependent on a diligent examination of previous experiences and learnings.

This course offers participants an experiential and practical training on the entire public policy making process and aims to equip them with knowledge and skills to ensure policy formulation is consistent with institutional culture, mode of governance and landscape. They course will also highlight the key challenges in policy formulation, analysis and implementation.

TARGET AUDIENCE

This course is suited generally for all those involved in policy formulation and execution. The course would be specifically handy to: middle to senior staff in State corporations, Ministries, Commissions, County governments, legislators and their staff (the staff providing guidance/ procedural support in research, drafting briefs, policies, legislation, public participation, liaison between National and County level governments, committee functions, et cetera); private entities oversighting governance processes (NGOs, consultancies); etc.

COURSE OBJECTIVES

By the end of the course the participant will be expected to:

a)     Show demonstrable skills on how policy is formulated, analysed, and implemented;

b)    Demonstrate mastery of the key issues and steps in public policy formulation & analysis, including public participation, problem identification, etc.;

c)     Demonstrate a good grasp of the operational mechanisms in research, initiation, drafting and translation of policy into legislation;

d)    Identify challenges and pitfalls in policy-making.

YOUR INVESTMENT

Kshs. 95,000 inclusive of VAT and registration fee (covers tuition fees, course materials, stationery, lunch and refreshments). Non-East Africans pay USD 1,250. Money should be deposited in the School’s Account No. 202 2029 110, Absa Bank PLC, ABSA Plaza, Nairobi, Kenya) and banking slip scanned to us and original sent to the Finance office.

CPD POINTS

Members of the Law Society of Kenya who attend and complete the training will be entitled, on payment of extra Kes.1,000.00 to be awarded 3 CPD points. Payment of this sum shall be made during the training, as will be directed by the organizers of the training.
